According to Emery County Sheriffs Office Facebook page –

The construction zone on SR10 between Castle Dale and Huntington has developed big potholes due to the heavy rain. Crews are working as fast as they can to patch the roadway. The road is currently compacted rotomill and not asphalt. Please SLOW DOWN through this area and keep a safe distance between you and the vehicle in front of you to help with visibility and safety. Also, please be courteous of the construction workers. They are working as quickly as possible to improve the condition of the road through the construction zone.
