Cliff was born on December 11, 1937 in Los Angeles, California to Clifford Albert Woodruff and Elva May Bingham. He moved to Hiawatha, Utah as a young boy and was very proud of his Hiawatha roots. Cliff and Louise were sealed in the Manti Temple on June 12, 1957. Together they raised six children.

Cliff worked in the Plateau Coal Mine for 24 years. He loved hunting, fishing, softball and spending time at his cabin in Scofield. After he retired, he and Louise were able to serve three missions for The Church of Jesus Christ of Latter-day Saints in Kenya, Africa, Adelaide, Australia, and Vanuatu, South Pacific missions. Cliff had a wonderful sense of humor and loved to laugh. When Cliff could no longer play softball, he took up golf. He loved playing every Tuesday with his friends in the senior league. Cliff and Louise thoroughly enjoyed traveling throughout the US and many foreign countries.
