Angler reports of good fishing with wooly buggers from float tubes. The water temperature is 41-42 degrees and the visibility in the water is about 4 feet. The reservoir level is 19%. The spillway is still under construction. Try using either medium and fast sinking lines and bead head leech pattern in black, olive, and brown.
