The Price City Council met on Wednesday, Sept. 25 for the city’s biweekly council meeting. Only two items appeared on the discussion agenda, but both carried significant weight. The first was lifesaving recognition for two wave pool lifeguards for actions they took during International Days. The second was the purchase of more water shares to aid the city in increasing its drinking water base as it continues to grow.

Price City Police Chief Brandon Sicilia would present the awards, first sharing the harrowing events that the lifeguards had to face to save a life. “ During one of the busiest segments of Price City’s annual International Days celebration, Price City First Responders were dispatched to the Desert Wave Pool on an emergency call of a drowning. The call came out, alerting responders of a 14-year-old male who was being removed from the pool and was unconscious.” Sicilia continued,” Minutes prior the youth was enjoying the pool with his mother and 12-year-old brother. The victim was playing in the water with his brother, when he swam to the deeper end of the pool. During this time, the victim went underwater inhaling water into his lungs as he ran out of air.”

Chief Sicilia then explained the lifesaving actions of lifeguards Duryan (DJ) Salle and Tianna Peacock. “ DJ saw the victim floating face up to the water’s surface. DJ noticed the victim appeared to be lifeless and immediately jumped into action. DJ rushed into the pool and began rescuing the victim and was able to get the victim to the side of the pool and began hoisting.”

“Peacock immediately ran to assist her partner with aid to the victim. They were then able to successfully remove the victim from the wave pool.” explained Sicilia,” Peacock realized that he was not breathing. She immediately began giving mouth-to-mouth rescue breaths to the victim as both lifeguards prepared for CPR. Peacock’s resuscitation efforts appeared successful as the victim suddenly began expelling the water from his lungs. At this point, the victim went from unconscious and not breathing to still unconscious but with satisfactory breathing and coughing. A few short moments later, First Responders arrived on the scene to note that the victim was now alert and successfully breathing on his own. Ambulance personnel transported the victim to the hospital for treatment where he was expected to make a full recovery. This outcome was only possible due to the rapid actions of the two Price City lifeguards.”

Peacock and Salle were then welcomed to the podium with a standing ovation from all in attendance. Sharing their gratitude, the teens addressed the council, with Salle stating that he couldn’t do this without his team. Peacock shared that she was grateful to have the training to be able to help in these situations.

Next, the council discussed the potential to purchase 20 shares of Price River Water Users Association Capital Stock from Sam and Sandra Brown for $160,000. When asked for comments, Council Member Layne Miller spoke stating,” I think there’s a lot of questions about impact that we haven’t considered when we do this,” and moved to have the item struck from the agenda until further discussion could take place. When put to a vote the council unanimously struck the item.

Following the approval of the consent agenda, the meeting was adjourned.
